Notwithstanding anything contained elsewhere in this Act, any person may submit an application to the Government of Nepal for a detailed feasibility study of a project for which there is no detailed feasibility study.
(2) If it is deemed necessary to allow a detailed feasibility study on the application made under sub-section (1), the Government of Nepal may negotiate with the applicant and grant permission to conduct a detailed feasibility study of such a project.
(3) According to sub-section (2), the expenses incurred in carrying out a detailed feasibility study shall be borne by the person conducting such a detailed feasibility study.
(4) In the event of a competition for the implementation of a project for which a detailed feasibility study has been conducted in accordance with this section, if the person who conducts a detailed feasibility study is not selected in accordance with sub-section (2), the expenses incurred in carrying out a detailed feasibility study of that project shall be borne by the person whose proposal is selected for the implementation of such project. will have to bear.
(5) According to sub-section (4), the Government of Nepal may establish a committee and determine the amount to be incurred.
